You are correct that the allowed-addresses field is not implemented in REST for service policies. It will default to 0.0.0.0/0 when you create a service policy in REST. If you want to change it, you can use the CLI passthrough.

A helpful resource for determining which fields are supported or not can be the ONTAPI to REST mapping document. If you are using an existing ONTAPI call or even when you just know a field name, I find it can be useful to look it up there and see if there is an equivalent or any comments about it.
