Are you playing on Steam, or epic? (yes, I know the error says steam, but some people on epic see the steam message and it changes troubleshooting)

Verify your files. If that alone doesn't work, Shut down steam entirely, close and exit from the task bar. Then restart your machine.

I have done that. I have also reinstalled the game. I have made sure that the game and steam is running administrator mode. I have also done capability mode to windows 8 and 7.
