Can't seem to use special arrows or ammunition

I cannot for the life of me figure out what I'm doing wrong. I have a bunch of different kinds of special arrows (like entangle, implosion, etc.) but when I hit R to load them into my bow, the bow continues to say "Empty!" and nothing happens. Same thing happens with the slingshot and all the special marbles, as well as the pistol and all the special ammo. I cannot figure out why this isn't working so I appreciate any help.

Hold (not fast press) R and a radial menu will pop up

Once you choose which ammo you want to use it will only use that ammo until you run out
