Is this card out of the game or tied to a side quest? Everything I've found states it's purchased from an essence trader in Abeyance, however I cannot find it there or at any other trader I've been to.

any type of guide you're reading that was published before September of 2024 is out of date - which includes any information that says to buy things from traders that aren't in the watch.
In this particular case, Realm Address cards are found in T1 of the progression menu, in the magick subsection.

Also note: Realm Address cards cannot take you to a realm that does not exist on the server you're logged into. EG: if you make a realm address card while playing solo and then bring that card when you join a friend or join a dedicated server, that realm address card will not work.
