Yes, you have to have both the letter and the nectar, then you select the option you want while talking to him
(an odd design choice, as the quest wording implies you do one or the other)

Just in case you haven't yet, remember to change the minor card in Hollowed Moor away, since it reduces the number of resources per gather. Changing it makes getting Mistberries much easier!
