Is "- enable cheats" only available when running a server?

Ok now I have cheats enabled, how do I access them in the game?

Is there a list of commands I can reference?

I see something like a command line at the bottom of my game screen now

open a menu ingame, like your inventory journal map etc and select the debug menu in the upper right corner
