Any Tool Head?

The Masterworked climbing picks call for 2 of "any tool head" does this mean if I buy the blueprints for, say, the Masterwork pick, it my give me the ability to build a masterworked pick head, would that MW pick head count as one of the "any tool head" req for the climbing picks? Is there a generally accepted "best any tool head"?

there no masterwork pick head, only the masterwork tool head that is given when you buy any mw tool
