Does anyone want to suggest what is going on here. The railing is at the outside of upper floring. The supports below it are identical, yet one railing is on the floor, and the other is just off the edge.

Looks like it snapped on the "outer" part (happens a lot with games that use snapping)
You should be able to demo it, and cycle its snap points to one that lines up with the others.

Thank you both. The "Rotating" did the trick. Except for one thing. I demoed all the ones I wanted to change, picked up all the remains, then placed them all back in the way I wanted. Except placing them back required 40 additional paint, for replacing the same railings.
