I am at a Bastille of Agility in Welkin's Reach. Besides a couple of chests there seems to be nothing, EXCEPT, at the top of the structure there is an abstract statue which has a rising blue mist around it. That seems to signify something, but I do not know what nor is it giving me any opportunities to do anything. Any thoughts?

Those glowing statues, are usually just ambiance.
Agility ones are just "can you can get to the bundle?" type puzzles, I think I know the one you're at, there's a few hidden chests (assuming those aren't the ones you're talking about)

Thank you for the reply. I solved the site, it was a broken wall I missed. But I am presuming the rising blue mist just signifies a Bastille, perhaps just for Agility.

Some Bastilles of Agility do not require jumping or climbing; the reward is hidden inside a building and you has to break down a wall or 2 to reach it.
It is a good rule of thumb to smash every 'broken' wall you find. These are the wall sections with obvious cracks in them.

I look for numbers coming up when I hit with the pick. For a floor, you might try aiming lower.
