I think it's red because it's still exposed, which means it's at the mercy of the elements and an easy target for mobs to attack (if any are close by) but it's giving the 25% boost because it's in direct sunlight/natural rain for growth (idk im a noob so i'm just guessing here!)

It's actually a positive trait I think. If you put a plant inside your house then there's an opposite effect that slows growth.

My suspicion is that "Exposed" is coded as a single negative trait that applies different effects to different placeable objects.
In the case of things used for growing plants it's technically a buff, it impacts the ability to sleep on bedrolls and the like, and most crafting and refinement benches are slower.
