#Do some materials simple not spawn if one trys an Extreme Only run?

I am currently doing an Extreme Only run. I just unlocked the Provisioners Realms and am currently about to make all the refined stations. I have found T2 fibers and woods and ones needing better tools then I currently have, however I have not seen ANY T1 and as yet have not found any tulips. The Glossary says Realm Power All however I am starting to think this is false. Can anyone confirm they will spawn in extreme level realms?
And is this or should this Glossary info be reported as a bug/issue?

They can, pretty sure abeyance will meet your requirement for low enough cause I also did extreme only

It wouldn’t surprise me though if generation is bugged cause stone block types also are bugged if the glossary is what were basing it on
