If you are playing the game, you have joined a server. You can't really control which one, it is region based.
If you want to play with a person, you have to create a party with them from the social screen and then one of you can invite the other to their realm.

There isn't really a menu until you are already connected to the server.

Choosing to create a character or resume with a character you already created connects you to the server.
