They only sell basic items (two traders)? Do I really need to advance the story before they start selling that stuff? Currently on the Desert Herbalism quest to seek out Nellie. Trying to upgrade my gear before proceeding

Heads up for anyone in the same boat. The ONE trader (there are two) did not start selling refined items until I Did Wilemina's Rumor Quest and activated Find the Lawman Quest. The one that does sell those items is where the Lawman is. The other trader was still only selling basic items.
