Will there be any options for offline play or offline LAN servers.

I live in an area with no internet. I use tethering for data. Is there a low data mode or optional offline mode for play? Also is there any option for LAN servers so my wife and I can play together offline? Are these a possible option in the future? If non of these are an options how much monthly data would an average user use while playing?
