I think it looks more like a double chin since there is a line seperating face and neck completely followed by a very short neckline due to the dive suit.
Not sure how to fix. Maybe colofed line for the chin/cheek thats slightly darker then the skintone? Or introducing a gap towards cheel and ear?

Your base looks fantastic, but can that string be drawn back? I'm not sure if its just for prop or for cosplay, but I know as far as cosplay goes, people will love having photos with it draw back or just at the side, and it would allow you to add some variation to photos.

Art Tips:
- Don't be afraid to look up refrences for anything or ask for critique on a drawing.
- Play around with shapes and action lines. Study perspective and foreshortening.
- It's perfectly fine to stylize character designs, but still keep anatomy in mind even if you're going for a cartoony look. Referencing and research will go a long way when it comes to character design.
- Experiment with color palletes. Shade with different colors other than blacks and whites. Look at how different colored lighting affects subjects and environments.
- If you see something drawn in away that you like, try and incorporate that into your style. In the words of legendary comic artist Jack Kirby: "If you think [someone] draws the type of hands you want to draw, steal 'em! Take those hands!" That's how art styles develop.
- If people tell you your art isn't good without providing any tips or critique, or they don't know what they're talking about, don't let them get you down. There'll always be jerks out there that want to push you over and it's important that you thicken up your emotional armor against them.
- Being motivated to work on a project is good, but discipline is just as if not more important, as motivation constantly fluxuates as inspiration comes and goes.
- The only way to improve is to just keep making art. The time it takes to see improvement will vary from person to person, but as long as you keep at it you'll see improvement, even if it takes years. Don't just draw for a few months only to stop completely if you don't see any improvement. Never stop and see where you'll be 10 years from now. You're always improving. Don't give up.
