see video. I was spamming the ability hotkey and so it cast it at the first possible moment, but somehow it didn't affect any of the creeps or enemies next to me, but still went on cooldown.

It's a bit different what you describe.
You used the spell, it just felix's Q that does not hit enemies that are just a bit below/above you.
Initial impact made you jump just a tiny bit but enough so your Q does not detect enemies
