The cooldown still remains at 8s when using the staff with 10 stacks and this is the same for all abilities

I just tested this. This item has no effect on his RMB (maybe caus its seems to shift between two sperate CD, for the two seperate phase of the ability) but worked as intended on his dash/spin/ult.
