No, it's clearly a bug. I tested multiple times — with around 1.5 ms between one ranged and one melee attack, it works fine. But if you perform two ranged attacks followed by a melee, there's a delay.
I hope they fix it soon
the transition between these two should be seamless, I should be able to hold LMB and whenever she's able she should start to charge a punch. If you mis time your window she stands there doing nothing
