It's your hunter progression level high enough to have hunter mastery unlocked?

Yeah I am level 70
I am curious that maybe the mastery XP for missions is granted when you complete the mission and not when you hand it in to prevent swapping hunters just for handing in missions?

i have heard it is this way for seasonal/weekly/daily
the character you are playing when you finish the mission gets the xp
