Currently at level 14 and 15, we only get flat AP and Health bonuses. There are two important parts of a hunter's kit that is undeveloped over the course of the game, and that are the LMB and passive.

I propose Apex upgrades, which function similarly to tier 4 upgrades for both of these. There are two for each LMB and Passive at level 14 and 15 respectively, which would replace the AP and Health packages. The two mean you would have to choose which upgrade you get based on your scenario, but not both, allowing for build diversity.

Example: Elluna - Celestial Combat Medic
LMB - Crescent Bolt
Current Desription: Fire a shot that deals 33 + (26.4%) damage.
Hits apply Moon Burn to the target. Hitting a target affected by Moon Burn deals bonus damage and returns Mana. Stacks up to 5 times.

After not firing for a short duration, your next shot is Empowered, with increased range and double Mana return.

Evolution 1: Crescent Blessing
Description: Fire a shot that deals 33 + (26.4%) damage.
Hits apply Moon Burn to the target. Hitting a target affected by Moon Burn deals bonus damage and returns Mana. Stacks up to 5 times.

After not firing for a short duration, your next shot is Empowered, with increased range and double Mana return. Empowered shots apply an X heal to an ally if they are hit, applying Moon Bless to them. Hitting an ally with Empowered shots when they have Moon Bless heals them for X * Moon Bless stacks amount. Stacks up to 5 times.

Evolution 2: Moonlight
Description: Fire a shot that deals 44 + (32.6%) damage.
Hits apply Moon Burn to the target. Hitting a target affected by Moon Burn deals bonus damage and returns Mana. Stacks up to 5 times.

After not firing for a short duration, your next shot is Empowered, with increased range, double Mana return and marks the first enemy hit. Marked enemies are illuminated, even in fog of war, to your team, and take an additional 10% damage from all sources for 3 seconds.

In this way, you can see that because of these Evolutions, Elluna has the potential to play differently depending on the situation, while retaining her identity. She can choose to play more defensively, healing her allies with her attacks, or marking enemies, enabling her team to focus an enemy down.

I wholly think that is a pretty farfetched idea that would never make it into the game, but it's a lot more interesting than the flat bonuses we get right now.

The idea can be interesting but being only at lvl14-15 make them most of the time irrelevant if the game end before you reach max level. This will also result by even more snowballing from ppl being already more high level than you.

This kind of idea should maybe not be an endgame thing but more like a "skill-tree starting kit" thingy, to define more your gameplay for the whole game.
