Testing in practice tool, pretty sure this ability does literally nothing.

Tested with 1 stack and tested with 10 stacks. Either way my ability still takes 9 seconds to refresh a stack. Unless I dont understand what this ability is supposed to do, 50% more CDR should be making a huge difference but it literally does nothing.
