Checked in practice mode with different rarities of tech blade, tech helm, legendary weapons, and cdr rune. Also tested in real game with tech blade. Nothing changes cooldown of RMB (Spear). Tooltip also unchanged.

Its not just rmb either, im pretty sure it doesnt do it for dash

its working for everything except her RMB for me, just testing
