Up for this, I'm having the same issue too with installing the launcher. I tried the said solution but the same problem still occurs.

Ok found this on someone else's post that had the same issue
SOLVED:
-navigated to 'C:\Users[userName]\AppData\Local'
-created a new folder called PatchKit
-right click the folder -> properties
-navigated to the "security" tab at the top
-selected group "everyone", then clicked "edit..."
-selected the check box under "allow" for "full control"
-hit OK, and then OK again
-relaunched the installer, working as intended!

I think that person had a different error pop up, I tried it, it didn't do anything for me. I still have the javascript error pop up

We think this error is due to a corrupted install of the launcher. Potentially a corrupted download of the setup.exe. Please uninstall via add/remove programs.
Delete these directories
%APPDATA%\theorycraft-games-launcher
%LOCALAPPDATA%\theorycraft-games-launcher-updater
%LOCALAPPDATA%\Programs\theorycraft-games-launcher
%LOCALAPPDATA%\PatchKit
Redownload the Launcher installer from https://accounts.theorycraftgames.com and try installing again
