Personally, i would dedicate a quarter of this space to crops, a nice big farm to keep anything food-related
Another angle for NPCs houses and Pets,
Another part for storage, smelting and automation
And i would build starting from the center going outwards
So as you get ideas you fill up the space
Maybe with the tile-angle (if you used the paintable ones) you could use It as a Canvas and draw a pixel art on It, wouldnt be bad

But if i place something on the painted tiles wont the paint go away
No, the Paint removes only when you break It
And you could leave that angle empty, leaving only the Canvas, plenty of space to build in the other three corners

Sorry, not related to your base, but how do I paint tiles? I haven’t seen a paintbrush or workbench or anything, thx
You should be able to make a painters table with a copper workbench

If you want to build a functioning base that makes your life easier, then start with the road/path/river first because they determine how you move around. After the roads are set, your base would be divided into plots of land which you can then decide to build up on them each type of "houses" (warehouse, kitchen, crafthouse, pet house, etc...)

Yea start with core and expand from there, but if I were you I would make a rough plan like a sketch of the layout and, like rongchoi said, make roads or rails
