You need to find the molten quarry subbiomes in the desert and search for the charred crates and break them until you find the card.
If you've already broken all the rules on your map and had the almost impossible bad luck of not succeeding, you can create another world and search there, or perhaps wait for someone who has one to do you this favor. Good luck.

That's really strange, if you play on desktop you can use the command mod to get the letter, it's an extra option.
