Assuming we want a specific stat (e.g. triple dmg) and all 8 stats have equal chances to appear in each of the 9 slots, we have probability of p = 0.125 (12.5%) for a specific stat to appear in one slot. For all 9 slot to be the same stat, we use the binomial distribution to calculate the probability of having 9 success in 9 trials with each success having a probability of 12.5%, we get (0.125)^9 = 0.0000000074506. So on average, you get 1 in 134,217,728 tries.
