if i click shield when my shield isn't fully recharged, near a shield I've already placed, I pull away my old shield but can't place a shield for ~30 sec... is this a bug of part of the game?

the intended behavior is that, once you recharge your shield, you can either place one or remove one. then it has to recharge again
