I don't think punishing players for getting a power up is a good idea. Getting a power up should always be a rewarding experience. Just need to balance that reward so it doesn't remove everyone else's fun

I was thinking about anti-powerups (different color same shape) that would affect others
Speed up yourself vs. slow/freeze nearby enemies
Jump higher yourself vs. auto-aim or rapid fire
Health boost vs. Damage boost
X-ray vs. invisibility
