want keep other high levels in question

to be clear, we don't intentionally nerf level 10 to encourage lower levels. however, the ranges of shells and missiles are determined by formulas, not picking specific numbers for each type. Iowa can already shoot very far, and we hesitate to make exceptions to the range formulas.
