spicetify apply doesn't do anything and just takes up CPU + Memory

I ran spicetify apply and it doesn't show any result - it's stuck like this and the command never finishes.
It uses a good amount of my CPU and memory, so I'm getting confused

here's my config - I manually added the extension because the command was doing the same thing as apply is doing here
