So from what I can see, I think it'd be safest to have some checks on your end to make sure a user is not adding the same bank account multiple times w/o any attempts to verify it. There are a number of checks on our end to prevent certain types of fraud, but I don't know the specifics of when specifically they choose to block certain bank accounts (that's something I'd recommend check with support https://support.stripe.com/contact). I believe we do block bank accounts if you hit the a number of mirodeposit verification attempts, but I'm not as sure on expiry (which is why it's probably safer to add an additional check there for yourself)
