How much would such development cost for a basic web browser for ios or android tablet to display a logo and a few amounts and then click "DONATE" which converts it to the WISEPOS machine?

you won't use a terminal, but you can get the donors to open the link in your tablet and then key in their credit card details in the Stripe hosted payment page
