Ah, I believe whoever wrote this guide needs to update it - the "Send test event" feature on the dashboard was deprecated a few months ago

If you need to make/send test webhook events we now recommend using the Stripe CLI - specifically, the stripe trigger command (you can take a look at this https://stripe.com/docs/webhooks/test#webhook-test-cli)
