Unfortunately I don't have insight in to that formula here. Our support team might not know either either off the top of their heads but they can escalate to a team that will have a better idea

That equation is the closest thing that we have in the public docs. Unfortunately I won't be able to get more insight in to how we calculate partial pennies internally but our support team on that page may be able to

Alternatively you can check the actual vs calculated fees and just make sure to correct for the penny in future payments. Or it may be possible to show the calculation and correct it in the UI if it is a bit off

neither of those will, our customers hvae started to notice that our app and stripe show different amounts
