We have similar issue in a different Stripe account. SetupIntents also fails, with a different error message. It would be great if you can also take a look at that

Does that mean each Stripe connect has its own setting?
That is correct. With Standard Connect, https://stripe.com/docs/connect/platform-controls-for-standard-accounts there are settings to change this behavior.

For Custom, the Platform would control this setting.
So we should have those enabled
I do not think that PaymentMethod is disabled for the Connected Accounts. You'd go here https://dashboard.stripe.com/settings/payment_methods/connected_accounts to set them up.
From my investigation, it's not enabled. Maybe you're looking at the main account's settings.
So log in to the Platform Account
yeah, if you do not have an Admin access that link won't work.
