The answer depends on the service agreement, https://stripe.com/docs/api/accounts/create#create_account-tos_acceptance-service_agreement:
https://stripe.com/docs/connect/bank-debit-card-payouts#supported-settlement
If they agreed to a Recipient Service Agreement, then only CAD is an option here. However, with Full Service Agreement, CAD and USD are options as a payout.

Yes. Once they agreed, there is not a way to update this. They'd have to create a new account with the Full Service Agreement.
