not necessarily, it's the country that their card uses. You would ask the user for that information in your forms.

Stripe accounts in certain countries can have payout accounts in multiple currencies(like one debit card in EUR for any EUR payments to be paid to, and one in CHF for any CHF payments) so that's what the currency passed when creating the card is used for
