We have 100$
10$ goes to application (fees - I know how to do this)
90$ goes to a connect account
With theses 90$ :
30$ are an advance, going directly to the connect account
60$ are "blocked" (on the connect account, but they can't withdraw to their bank account) <-- I want to do this
And of course, I want to call with API to unblock this amount, when I want (when the order is delivered for example)

That makes sense. No worries!
So the best way to do this is to just take a larger application fee ($10 + the $60 that you want blocked). Then, when you want to unblock them, you initiate a transfer to their account for %60

But the 10$ + 60$ will be on the platform account, so they will be withdraw to the platform bank account, no ?

Yeah. You would have to make sure your balance would cover the transfer
You could switch to manual payouts perhaps

What kind of connect accounts are they (standard, express, custom)?

Ok. Well the platform manages the payout schedule for Express accounts. You could just switch to manual payouts on the Express account and only pay out unlocked funds
