I'm not 100% certain about the comment regarding pending balances. Honestly I would just test a bunch of scenarios using Test mode API keys to observe how the balance record changes.

If the server wasn't so busy I'd test it myself but there's a lot of open threads right now

ok, I would have tested it myself like you suggested already but I'm afraid that won't tell me much because with test keys the Topup expected_availability_date is immediate, so I never see a pending balance in test mode.

Regarding the question about the available balance do you know whether there are any cases where the Issuing -> available balance would ever have more than one hash in the array?

As our API ref doc states, https://stripe.com/docs/api/balance/balance_object, I think you would only see multiple hashes in either pending or available if your account held multiple currencies.
