hi! yep, cross border transfers are not allowed if the settlement merchant is the platform

you can use on_behalf_of to settle on the connected account

but that is not publicly supported on the Subscription API today

if it's a hard requirement for you to use on_behalf_of, for the subscriptions talk to https://support.stripe.com/?contact=true about options for getting your account into a beta for it. Note that I don't think the beta supports Checkout so you might not be able to use that and will have to integrate with the Subscription API directly

ultimately that beta is very limited so a better option is likely going to be investigating the public options which would be to have a US-based business and Stripe account and onboard your US connected accounts to that one instead
