Okay you could accomplish this without any Baas kind of integration.

And when you make a payment, you can choose to use that balance as well to reduce the amount you pay via card

or use it to pay for it altogether

Honestly the easiest way to handle that would be for your application to track the "balance" separately and then choose what to subtract and what to charge directly

Nope. You can only send money to other Stripe accounts

At least, from your Stripe balance
