The Connected Accounts pay the fees I believe, but we really don't know much about fees here. You want to talk to our Support team (https://support.stripe.com/contact/login) if you have questions about fees.
I can really only help with coding questions and integrating the API

Yes but can we charge a fee on top of that fee
So we charge 1.25% Insta payouts instead of 1%
So we make .25%

You could use something like an Account Debit to charge your Connected Accounts
