That card won't typically trigger 3DS. We have other test cards for testing 3DS scenarios https://stripe.com/docs/testing#regulatory-cards

It looks like the card will say it is enrolled in 3DS but it shouldn't go to requires_action

Hi @dreamy trail apologies for the delay in getting to this. You have a Radar rule enabled that is requesting 3DS be completed whenever it is supported for a card. That rule is why the PI that you provided saw the 3DS challenge. You can see this rule in your dashboard here:
