Is there any api which gives all subscribed customers who are just in completing phase their subscriptionfor current month

not directly no. The usual option is you listen to webhooks to be notified of renewal payments(https://stripe.com/docs/billing/subscriptions/webhooks#active-subscriptions) or you can check in your own database , since usually you store the billing dates in your database to track when the customer's access to your product might expire
