have you enabled the OAuth setting for Standard accounts https://dashboard.stripe.com/test/settings/connect?
Can you share your account id so that I can take a closer look? You can find your account id by logging in to https://dashboard.stripe.com/settings/account. It'll be in the upper right hand corner and looks like acct_123

It's probably because your Stripe account has been rejected which is affecting the functionality - I'd suggest reaching out to Stripe Support to find out why it's been rejected : https://support.stripe.com/contact/
