I believe you're looking at the wrong balance
I see the issuing balance on the account is $20

I'm not sure about viewing cardholders for connected accounts via the dashboard
As far as I can tell, it should be possible. But I'd recommend checking with our support team to be 100% certain

the balance overview link above goes to my platform account's balance overview. Is it possible to view the balance of the connected account via the dashboard or just via the API?

I have not personally tested this flow so I don't know. checking...
In the meantime, If you open the connected account via dashboard, what balance information are you seeing?

Ah it seems like some issuing features are purely API only at the moment
