Hello, unfortunately I don't think it is currently possible to configure this at the moment. I will put in a feature request for it
In the mean time, you may need to create a custom page to allow users to switch like this if that is feasible.

@mental lodge thanks for an answer, I think this would be really good improvement to Customer portal, because we have 2 conflicting logics even if we introduce our own custom flow, but the user still can update the plan and switch to paid version instantly via customer portal.
