So myself and two others have an offer that 23 people will be paying for. We need the income generated from those 23 people to be split between 3 stripe accounts (its a year long program so it will be on going payments from the customers)

Okay so that sounds like a separate charge & transfer scenario with Connect.
You may need to create separate Stripe accounts to handle this as they will need to be Express or Custom accounts.
