I'm not sure I follow. If you created a payment in your stripe account, then you can refund it with https://stripe.com/docs/api/refunds/create?lang=node

No.
If I have funds in my Stripe account and I need to send some funds to another person who didn’t have Stripe account.

Sorry, I though you meant refund.
If you want to send money from your Stripe account to someone, you need to use Stripe Connect and they need to have a Stripe Account. You can learn more about this here: https://stripe.com/docs/connect
