If you're trying this with your test API key, you should not have to.

It is the test api key, the full error message is:

Stripe::InvalidRequestError: Your account is not set up to use Issuing. Please visit https://dashboard.stripe.com/issuing/overview to get started

I'm also seeing the same with my test environment so I believe it's expected with Issuing as it has additional review process even to test. So I think contacting Sales would be the next best step.
